petitions
One way to enact change in our country is to show elected officials in charge of decisions involving law enforcement that many of their constituents strongly believe and support a movement to change the way things are run. We now have the advantage of a website called "change.org" to simplify the process of gathering support and letting officials know that change is needed.
Before you rush to start your own campaign, you'll need to identify the elected official decision maker and his contact information that your petition will be directed to. Example, for municipal police, you'd more than likely want to send the petition to the Mayor. You'll need to decide the best recipient(s) such as Sheriff, Commissioners, or Governor. As long as they're elected, they'll listen.
